Chicago is a large city in Illnois. It is known throughout the world as being the fortress of gangster Al Capone.

The Chicago Mob were seen by most of the Commission as 'rabid dogs' seeking only blood, and they were therefore not given a seat on the Commission's governing body.

After Capone died, and after many years of violence, Louie Russo managed to negotiate a seat on the Commission. However, Russo was killed shortly afterwards and the seat was taken over by John Villone.
