Charlie Green's rival for control in Miami, Santos was rumoured to have ties with the Almeida crime family because he was always protected by two of their made men. In 1959, Santos was eliminated by Dominic at the Plaza del Mar as a favour to Green in exchange for bridge access to Samuele Mangano's racket warehouse, Global Storage.
