Believed in the public eye to be a family man, the police chief secretly indulged himself with the prostitutes as Flowers of Scotland, unaware that a photographer secretly took pictures of all the clients. When making his move on Midtown, Aldo Trapani used this information and the incrimininating photographs to blackmail the chief into submission.
In the mid fifties, the police chief was asked by Emilio Barzini to transport Big Bobby Toro, his favourite caporegime, to Riker's Island prison. Trapani intercepted Toro in transit and wounded the police officers before eliminating the capo.
The chief eventually resigned due to a further scandal, and he was replaced by Ken Jameson.
