Biography[]
A savvy entrepreneur and smooth operator, Payo Saavedra was one of two second-in-commands of Esteban Almeida, Saavedra leads a profitable smuggling operation using small planes to fly the materials into the United States. Unlike the family's other underboss, Ramon Valiente, Saavedra was known to manipulate events from behind the scenes rather than get his hands dirty.
In 1959, Dominic executed Payo with a shotgun on the wall of Castillo Antiguo, where he was heavily-guarded by Almeida enforcers.
